Position Summary
The Program Manager is responsible for overseeing the day-to-day operations of Rose City Detox, ensuring program compliance with Oregon Health Authority regulations, ASAM criteria, and internal policies. This role provides leadership to department supervisors and staff, coordinates interdepartmental activities, supports fiscal management, and contributes to quality assurance and program development.
Key Responsibilities
- Oversee all operational functions of Rose City Detox to ensure smooth, compliant, and effective delivery of withdrawal management services.
- Ensure compliance with Oregon Administrative Rules (OAR), ASAM standards, and internal policies.
- Supervise department leads including clinical supervisors, nursing management, admissions, and support staff.
- Coordinate interdepartmental communications and processes to promote integrated patient care and operational efficiency.
- Assist in budget development, financial monitoring, and resource allocation.
- Participate in staff recruitment, hiring, training, scheduling, and performance evaluations.
- Support quality assurance and program evaluation activities to maintain regulatory compliance and improve service outcomes.
- Prepare and submit reports to the Executive Director or Governing Body as required.
- Facilitate communication and collaboration among staff, leadership, and external partners.
- Represent the program in meetings, committees, and community outreach as needed.
Minimum Qualifications
- Bachelor’s degree in healthcare administration, social work, public health, or a related field.
- Minimum of two years’ experience in management or supervisory roles within behavioral health or substance use disorder treatment settings.
- Knowledge of Oregon OARs, ASAM criteria, and quality assurance practices.
- Strong leadership, organizational, and communication skills.
- Ability to manage multiple priorities and work collaboratively in a multidisciplinary environment.
